Proposed Legislation to Enhance Firearm Shipping Rights

On April 28, 2025, Representative Sheri Biggs from South Carolina introduced the Protecting the Mailing of Firearms Act (H.R. 3033), which seeks to lift existing postal restrictions on handguns and ammunition.

The Current Landscape

For years, gun owners have faced significant challenges in mailing firearms and ammunition. Major shipping carriers have imposed stringent restrictions, often influenced by anti-gun advocacy. The United States Postal Service (USPS) similarly prohibits the mailing of handguns and ammunition, limiting lawful shipping options for many individuals.

This combined restraint complicates processes such as sending a firearm for repair, transferring ownership of used gun parts, or traveling with a firearm across states. The proposed legislation intends to empower gun owners by granting them the ability to ship firearms and ammunition through USPS.

Key Perspectives

“Federal laws and regulations inexplicably prohibit the mailing of handguns and ammunition, even though it is completely legal to mail rifles, shotguns, and other firearm accessories,” stated John Commerford, Executive Director of the NRA Institute for Legislative Action (NRA-ILA). He emphasized that current restrictions leave gun owners with few shipping options.

Congresswoman Sheri Biggs declared, “South Carolinians and Americans across the country deserve leaders who will protect their constitutional rights — not bureaucrats who tie them up with red tape. [The Protecting the Mailing of Firearms Act] restore[s] common sense and ensure[s] that freedom isn’t lost to outdated laws and regulations.”

A Legislative Effort to Empower Gun Owners

Representative Biggs’s initiative is endorsed by 22 colleagues in Congress, highlighting a collective effort to support constitutional rights. The intention behind the Protecting the Mailing of Firearms Act is to safeguard personal freedoms, support small businesses dealing with firearms, and uphold the Second Amendment.

As this legislation progresses through Congress, the NRA-ILA has committed to keeping the public informed about its advancements.
