On September 22, 2022, a coalition of Republican governors gathered in Oklahoma City to announce a coordinated push for a federal ban on transgender athletes competing in women’s sports. Oklahoma Governor Kevin Stitt, who hosted the event, was joined by other conservative governors including Ron DeSantis of Florida, Kristi Noem of South Dakota, and Greg Abbott of Texas, all of whom have voiced strong opposition to transgender athletes competing in women’s categories. Governor Stitt emphasized the importance of preserving the integrity of women’s sports and preventing what he described as “unfair advantages” for biological males competing against women.
“This is a matter of fairness,” Stitt said in his remarks. “Women have fought hard for decades to earn a place in sports, and it’s our duty to protect their opportunities. Transgender women should not be allowed to compete in women’s events because it undermines the level playing field that every athlete deserves.”
The governors introduced a model bill that would prohibit transgender women from participating in female sports at the K-12 and collegiate levels. The bill would require that athletes compete based on their biological sex rather than gender identity. In addition to the federal push, several of these governors have already implemented similar measures in their own states, with Florida and South Dakota leading the way with laws banning transgender athletes from competing in women’s sports.
Governor DeSantis of Florida, who signed the “Fairness in Women’s Sports Act” into law in 2021, reiterated his stance that allowing transgender women to participate in female sports compromises fairness and safety for women athletes.
“Florida led the way in protecting women’s sports, and now we’re working to make sure the entire nation upholds fairness,” DeSantis said. “Transgender women, born as males, have physical advantages that can’t be ignored, and it’s vital that we stand up for the integrity of women’s competitions.”
The proposed federal ban has received backing from conservative advocacy groups such as the Family Research Council, which argues that allowing transgender women to compete in women’s sports is a form of biological denial that undermines fairness in athletic competition.
However, the initiative has faced sharp opposition from LGBTQ+ advocacy organizations and progressive groups, who view it as discriminatory. The American Civil Liberties Union (ACLU) condemned the bill, asserting that it violates the rights of transgender athletes and harms their ability to compete.
“This is an attack on transgender youth and their fundamental right to participate in sports,” said an ACLU spokesperson. “Every student should have the right to play and compete, regardless of their gender identity.”
