The final vote was 60 in favor and 25 opposed, with a surprising level of bipartisan support as 15 Democratic senators joined their Republican colleagues in backing Caine’s confirmation.

A Historic Milestone

General Caine makes history as the first National Guard general to hold the position of Chairman of the Joint Chiefs of Staff. Previously retired, he was reactivated by Trump, who dismissed his predecessor, General C.Q. Brown, in February. Notably, Caine is the first chairman not to have held a four-star rank prior to this appointment, requiring a special waiver from the President.

Background and Experience

Aviation veteran with experience as an Air Force F-16 pilot, Caine has served in various military and intelligence roles, including Director of Military Affairs at the CIA from 2021 to 2024. His past experiences also include working as a counterterrorism specialist within the White House’s Homeland Security Council.

During a meeting in December 2018 at Al Asad airbase, Caine informed Trump that a strategic lift of restrictions could enable a swift defeat of ISIS, stating, “We’re only hitting them from a temporary base in Syria,” and suggesting a more aggressive approach to military engagement.

Caine’s Response to Unconventional Nomination

During his confirmation hearings, Caine acknowledged the unconventional nature of his nomination amid current global challenges. “In our family, we serve. When asked, we always say yes. Senators, I acknowledge that I’m an unconventional nominee. These are unconventional times,” he stated.

As Caine steps into his new role, he expressed his commitment to providing nonpartisan advice to the President on defense matters. He emphasized the importance of leading by example and maintaining a clear separation of military duties from political influences. “It starts with being a good example from the top and making sure that we are nonpartisan and apolitical and speaking the truth to power,” Caine remarked.
