This marked a decisive move away from the previous administration’s restrictive measures on liquefied natural gas exports and oil and gas leasing on federal lands. Trump’s administration set a new trajectory emphasizing energy abundance over the burdensome net zero policies.
Among his notable actions, Trump prioritized American interests in international environmental agreements and curtailed federal funding associated with climate alarmism, particularly those stemming from the Inflation Reduction Act (IRA) meant for environmental justice initiatives. These decisions could signal the beginning of a transformative period for U.S. energy policy, positioning the nation to benefit from rising global energy demands driven by industrial growth and advances in artificial intelligence.
The Need for Institutional Reform
However, achieving lasting change requires more than initial executive action. It is essential for Congress to support and institutionalize energy reforms to ensure they outlast any single presidential term. The transformative energy policy initiated by Trump will need to be solidified through legislation and institutions.
The American Energy Blueprint
The Institute for Energy Research has provided a framework titled the American Energy Blueprint, laying out crucial policy recommendations for Congress to adopt alongside the Trump administration. This blueprint encompasses various aspects essential for fostering an environment conducive to energy production, including:

- Streamlining regulatory processes

Focus on Federal Lands and Water Resources
A vital component of the blueprint is the complete removal of restrictions on leasing oil, gas, and minerals on federal lands. While Trump can initiate progress by launching new offshore leasing plans and approving mining permits, these advancements could be easily undone by a future administration pursuing anti-growth policies. Therefore, it is crucial that Congress act to transfer authority over mismanaged federal lands to state governments and seek privatization opportunities. Furthermore, modifications to the Antiquities Act are necessary to require congressional approval for monument designations, replacing unilateral presidential decisions, and rolling back IRA provisions that exacerbate drilling royalty rates on federal properties.
Consumer Choice in Energy and Transportation
Enhancing consumer choice in the automotive sector is another essential reform. The current Corporate Average Fuel Economy (CAFE) standards, set to guide the Department of Transportation’s electric vehicle mandates, can be adjusted under Trump’s administration. Realizing the American Energy Blueprint’s ambitious goals may prove challenging, particularly given the narrow Republican majority in the House of Representatives. However, certain provisions, such as the elimination of IRA tax credits for electric vehicles and renewable energies, can be pursued through the budget reconciliation process, which requires a simple majority. In the meantime, Trump has taken proactive measures by halting the distribution of IRA funding, but congressional backing will be crucial for repealing these tax credits while extending past tax cuts.
