In a recent effort by the American Energy Alliance, a detailed report cataloged 50 significant actions taken by President Trump and Congressional Republicans aimed at enhancing America’s energy capacity. Notably, on his first day in office, Trump authorized 17 energy-focused executive actions, effectively dismantling several restrictive measures from the previous administration. This includes:
- Resumption of liquefied natural gas export permit applications.
- Reversal of Biden’s ban on oil and gas leasing in select areas, including the Arctic Coast and Outer Continental Shelf.
The Environmental Protection Agency (EPA) has also played a crucial role by announcing reviews for 31 regulations inherited from the Biden administration, particularly those affecting coal and natural gas industries, as well as electric vehicle mandates.
The Path Forward for Congress
As these policies develop, Congressional Republicans have a pivotal role in maintaining the drive towards energy independence. The adoption of the Congressional Review Act (CRA) has already facilitated the repeal of specific regulations, including:
- A tax targeting methane emissions from oil and gas companies.
- Archaeological report requirements for offshore exploration and development.
Moreover, there’s an impending opportunity to challenge the Biden administration’s electric vehicle mandate through the CRA. The EPA has submitted a waiver request regarding California’s Advanced Clean Cars II regulation, which aims to effectively phase out gasoline-powered vehicles. However, the Senate’s parliamentarian has raised concerns about whether this action falls within CRA’s purview, citing misinterpretations that could complicate Congress’s response.
Long-Term Strategies
In the coming months, Congress has the chance to reconsider provisions from the Inflation Reduction Act that provide green energy tax credits. Some members argue for retaining these credits; however, the long-term implications could lead to higher energy prices and an unstable energy grid.
